Under general supervision the Application Administrator provides operational and workflow expertise and helps with the administration of the technology and computer systems used by the Ada County Sheriff’s Office and outside partner agencies within Ada County. Administrators serve as a liaison between Ada County Information Technology and the Ada County Sheriff’s Office. Application Administrator responsibilities include application administration, setting priorities, coordinating and interfacing with vendors, Ada County staff, and outside partner agencies/departments; performing process reviews, technology assessments, and project management that supports technology initiatives and internal application development.

 

 

 

DISTINGUISHING FEATURES OF THE CLASS

 

 

 

Application Administrator (Operational) I - Performs key support and customer service functions related to the operation and business processes related to specialized law enforcement systems and technology. The work requires a general knowledge of law enforcement systems, operations, and business processes.

 

Application Administrator (Operational) II - Is distinguished from an Admin I by the scope of work which requires a broader range of knowledge of law enforcement systems, operations, and business processes. This position may require being responsible for the training and support of Level I Admins. An Admin II will be a SME (subject matter expert) in multiple different law enforcement systems used by the Ada County Sheriff’s Office.

Essential Functions

 

 

 

Application Administrator Operational I

 

Writes system and user documentation, including policies and procedures;

Creates functional requirements in use cases;

Troubleshoots system problems, working with System Application Administrators and vendors in root cause analysis;

Provide appropriate actions to resolve application issues;

Serves as point of contact for Ada County Sheriff’s Office and external public safety personnel to resolve inquiries, operational system issues and product enhancement requests;

Conducts interviews and performs analysis to create business cases for projects/initiatives;

Develops and participates in test plans to verify upgrades, patches, and new releases prior to, and after implementation into production;

Follows change and configuration management procedures;

Develops and maintains issue tracking logs, priority lists, and status documents;

Participates in systems design specifications, including project scheduling and timelines;

Utilizes business analysis methodologies and practices;

Educates users on system changes, updates, and improvements;

Supports Application Senior Administrators (Operational) and Public Safety IT Project Manager to evaluate potential software solutions, including both off-the-shelf and internal development;

Performs other related duties as needed or directed.

 

 

Application Administrator Operational II

 

In addition to the above;

Identifies and analyzes business/user needs, evaluates current software and business process to recommend system improvements;

Works proactively to identify potential issues and recommends/implements preventative solutions;

Stays up to date on system design, road map, and other system changes, updates, and improvements;

Develops process for implementing software updates to include communication and training on upgrades, patches, and new releases;

Attends user meetings to provide solutions and feedback;

Guides key stakeholders into adopting new process, tools and compliance programs to align with senior leadership’s goals and objectives;

Provides updates to senior leadership to include formal and informal presentations;

Establishes and maintains cooperative working relationships with all agencies across Ada County and exercises good judgment in representing the Ada County Sheriff’s Office to external personnel and agencies;

Coordinate requirements walk-through and signoffs, verifying with user representatives/stakeholders that use cases and process models accurately portray specific business needs.

 

 

Job Requirements

 

 

 

Application Administrator Operational I

 

Any combination of training and experience that demonstrates possession and competency in the requisite knowledge, skills and abilities;

Knowledge of Law Enforcement systems, operations and business processes;

Strong analytical and problem solving skills;

Understanding of software and business requirements of Ada County’s Sheriff’s Office or similar Public Safety agencies and end-users;

Understanding of the workflow of complex processes for public safety and first responders;

Demonstrated ability to be the subject matter expert in supporting, making recommendations for improvements, and training Ada County Sheriff’s Office users;

Excellent customer service skills;

Excellent problem solving and analytical skills to critically evaluate the information gathered from multiple sources;

Ability to follow written and verbal instructions and present ideas logically and effectively;

Excellent verbal and written communication skills;

Ability to interface with technical and non-technical staff at all levels of the organization;

Excellent attention to detail;

Familiarity working with test plans and test cases;

Ability to work through ambiguous situations and software issues;

Ability to work professionally and interface with the County’s chosen vendors.

Application Administrator Operational II

 

In addition to the above;

Three (3) years of progressively responsible level work in business analysis closely related to the listed essential functions and duties illustrated above;

An associate degree in business, related field or industry accepted certification is desirable;

Understanding of Project Management methodologies and practices;

Experience with projects-based work and handling tasks related to multiple projects with simultaneously required deadlines;

Expertise in planning, facilitating, and participating in working sessions with cross-departmental resources;

Expertise in their knowledge of the business processes in their area of responsibility and the ability to define requirements and core system capabilities that will strategically drive efficiencies in the business considering the entire picture as well as the details;

Basic proficiency of theoretical and practical aspects of project management including tools and techniques.

 

 

OTHER REQUIREMENTS

 

Must appear before an oral board and successfully complete a polygraph and background check prior to hire;

This position has been designated safety sensitive and therefore the incumbent is subject to random drug testing.
